Ethical Framework Initiative

The NHPA is looking at supporting a new Ethical Framework Initiative. We welcome all our members and network to support and input into this initiative.

 

The framework market has grown and large proportion of construction works are now procured through frameworks. As with any growth market it can often attract commercial interest. It is important that Construction frameworks supporting the public sector retain and remain the ethical centralised procurement bodies that they were always intended to be. Through a sector thwart with change, we back the emerging Ethical Framework Initiative.

 

What is an "ethical framework". Principally one that has been set up by a contracting authority in the business of carrying out procurement for or on behalf of other contracting authorities.  The Essential Features of an Ethical Framework are;

1. Delivering Value for Money

2. Maximising Public Benefit

3. Sharing Information

4. Acting with Integrity

5.Removing or reducing barriers to SME participation

 

Ethical Frameworks should be charging fees that are proportionate, reasonable and reflect the true value of the services it provides. These should be clear and visible to all for buyer decision making. They run on principles built on respect, honesty, and fairness to all its stakeholders. They should ensure all profit/surplus is re-invested into the public sector, and/or supports social value projects, and/or is donated to charitable organisations that align with the values of the public sector and its clients.

 

The Ethical Framework Initiative is aiming to ensure that: section 12 procurement objectives and the provisions on frameworks set out in the Procurement Act 2023 are practically applied by public sector framework providers to each of their frameworks; such practical application can be demonstrated by public sector framework providers; and that it can be objectively recognised by public sector framework users as features of a "best in class" framework agreement.

 

The NHPA aims to transform UK housing procurement through collaboration, innovation, and sustainability; delivering high-quality, affordable homes that enrich communities and lives. We feel that supporting this initiative aligns with the transformation agenda of how procurement is managed on housing procurement across the UK.
